Residential behavioral health licenses by state

Every state licenses residential treatment under its own name, often through two agencies. The main adult and youth categories for each state, with the agency and an official source.

· 64 primary sources

Why the names differ

There is no single national license for residential behavioral health treatment. Each state licenses or certifies it under its own laws, often through two different agencies: a health or behavioral health department for adult programs, and a child welfare or human services department for programs serving children and youth. The same level of care can be a “residential treatment center” in one state, a “general residential operation” in another, and a “behavioral health residential facility” in a third.

Names also change inside a state. Arizona's Department of Child Safety, for example, notes that its behavioral health residential facilities were formerly referred to as therapeutic group homes.[1]

Federal designations in every state

Two federal designations sit on top of state licenses for youth programs. A psychiatric residential treatment facility (PRTF) is a Medicaid category for inpatient psychiatric services to people under 21, and a qualified residential treatment program (QRTP) is a child welfare category under the Family First Prevention Services Act. A program needs a state license first; the federal designation decides how it can be paid. The PRTF vs QRTP guide covers both.

State by state

The main license or certification categories for adult and youth residential behavioral health programs in all 51 jurisdictions (the 50 states and the District of Columbia), with the agency and official sources for each. Some states certify or approve programs rather than license them, and the entries say so. Jump to a state:

Using this list

  • Start with the agency that licenses your population. Programs that serve both adults and youth often need two licenses, or a license with separate youth requirements.
  • Read the rules, not only the license name. Treatment plan deadlines, staffing, drills, and record retention all differ by state; see the Arizona guide for what a full rule set covers.
  • If you bill Medicaid, the state Medicaid agency and its health plans add their own requirements on top of the license.

Dacnus is available to residential programs in every state. Treatment plans, shift notes, staff credentials, authorizations, and claims sit on one record, whichever license your program holds. Book a demo with your own state's rules in mind.

License names and rules change, and many states license several kinds of residential programs. This list names the main categories for general orientation only. Confirm with the licensing agency before applying, and for the requirements that apply to your program.
